The Meghalaya State Pollution Control Board (MSPCB) on April 23, 2026, notified regarding the implementation of EPR Framework for Non-Ferrous Metal Scrap under Hazardous Waste Amendment Rules, 2025.
The Ministry of Environment, Forest & Climate Change has introduced the Hazardous and Other Waste (Management and Transboundary Movement) Amendment Rules, 2025, bringing Extended Producer Responsibility (EPR) for scrap of non-ferrous metals. These rules, effective from April 1, 2026, aim to ensure environmentally sound handling of such waste across its lifecycle, including production, recycling, and disposal.
As per the provisions, all key stakeholders—manufacturers, producers, collection agents, refurbishers, and recyclers—must register on the Central Pollution Control Board (CPCB) portal to obtain EPR authorization. This registration is mandatory for operating within the regulatory framework.
The rules also define the responsibilities of collection agents, requiring them to register on the portal, collect end-of-life non-ferrous metal scrap from various sources (such as producers and bulk consumers), and supply it only to registered recyclers. They must also upload relevant transaction details on the portal.
Accordingly, all concerned entities, including those already operating or in the process of establishment in Meghalaya, are advised to complete CPCB registration and obtain EPR authorization to remain compliant with the new regulations.
